You can remove the black wrapping, but it does bring a significant disadvantage.
All (!) Geiger tubes made with transparent glass are light sensitive, albeit to a different degree. So far, this degree is unpredictable. Read more on it in the chapter "Appendix H – Light Sensitivity of Glass Geiger Tubes" in the GeigerLog manual https://sourceforge.net/projects/geigerlog/files/

The black wrapper is GQ's latest attempt to reduce the impact of light on the count rate. In their latest device, a GMC-800, the tube is naked again, but its case is opaque, black plastic with (almost) no holes in it.
Any material between tube and environment is reducing the sensitivity of the tube, in particular to beta radiation. So by the wrapper you sacrifice a bit of sensitivity for the avoidance of daylight impact on the count rate.
