Clicking the .exe it seems to start and then does nothing.

Solved. Move .exe to C:\temp. Open elevated cmd prompt and navigate to c:\temp. Type the full .exe name and it will install.

Turned off and same thing.

Maybe windows defender is preventing it from installing or maybe your antivirus. Try to turn it off and install again.
