are the "silver colored fixture screws" the 3 phillips head screws on the bottom that are secured with a triangular section of wire tie that must be broken to turn them? What is the problem if I do not remove them?

Those screws MUST be removed before using. Those are for transportation only. Keep the screws in a safe place and use it for long distance transportation. If you do not remove it, then it makes loud noise and may damage the air pumper.
